1. Contact the airlines' hr departments and find out if they're hiring FA's. There will be an interview process and then the airline sends you to classes - you can't get below a certain grade on even one test. The classes/hotel is free, but you should be prepared to bring food and some money to tide you over.
2. You can't. There aren't any crew bases in SAT. You can still live there, but I don't recommend it. When you begin your career as an FA, you're on reserve; It means you ride the bench at the airport until you're needed (think on-call). Once you're able to hold lines, roughly year-and-a-half after you're hired, then it'll be easier to live outside your crew base
