How to become a flight attendant elsewhere?

I live in Canada and I want to become a flight attendant. But I want to become a flight attendant in Dubai because I am planning to live there, I am planning to learn Arabic in the future too. Do I study in Dubai to become a flight attendant there? and also, how can I become a citizen of Dubai in the future?
