Does New york State require student pilot background checks upon enrollment into flight schools?

2. After 9/11, I hope so.
3. They enacted state legislation but was overturned as unconstitutional. The Federal govt regulates the rules for obtaining a pilots certificate. The TSA has enacted rules that foreign students get their approval to take flight training. It is required of flight instructors and flight schools to verify citizenship.
4. ...And any flight school operator or flight instructor may request background checks on any student. It's the smart thing to do.
